Full Journal pdf2008-05-30 House Journal Page 3038 HB 314 The following letter dated May 22, 2008, was received: "Dear Speaker Harris: On this date I signed the following bill passed by the second regular session of the Twenty-Fifth Alaska State Legislature and am transmitting the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: SENATE CS FOR CS FOR HOUSE BILL NO. 314(FIN) "An Act providing for and relating to the issuance of general obligation bonds for the purpose of paying the cost of state transportation projects; and providing for an effective date." Chapter No. 30, SLA 2008 [Effective Date: May 23, 2008] There are significant transportation needs across Alaska. While the capital budget addresses many of these projects, there is much more that needs to be done. Low interest rates provide the opportunity to keep overall spending low, while at the same time utilizing bond receipts to expand and improve our infrastructure. This legislation will let Alaskans decide whether to use $315 million of state bond proceeds for needed transportation projects.
